T11.3 Project Procedures

Duties and Responsibilities of the Project/Study Group Facilitator:
- Generate an agenda for their
portion of the T11.3 Ad Hoc meetings, and upload the agenda to http://www.t11.org/ by midnight
Wednesday prior to the T11.3 Plenary week.
- Create a Progress Report for
the Project/Study Group for presentation to the T11.3 Plenary.
- Issue a call for
presentations about a week prior to an Ad Hoc.
- Issue a call for volunteers
to fill the Editor and Secretary positions for the Project/Study Group.
- Schedule interim editing
sessions and teleconferences at least two weeks ahead of time, register
these at http://www.t11.org/, and
announce them on fc@network.com.
Duties and Responsibilities of the Project Editor:
- Produce and upload to http://www.t11.org/ Project drafts in a
timely manner as directed by the Ad Hoc and T11.3 Plenary - usually by
Wednesday prior to the T11.3 Plenary week.
- Produce and upload to http://www.t11.org/ any draft for T11.3
approval at least two weeks prior to the T11.3 Plenary. (Hint - If you
upload it prior to 10AM EDT/EST Thursday two weeks prior to the T11.3
Plenary, no one can complain!)
- Produce drafts based on ANSI
pre-edits as required by INCITS.
- Consult with the Ad Hoc as
appropriate to resolve letter ballot comments.
- Compile and maintain the
comment resolution database, record all responses, and upload the final
results to http://www.t11.org/.
- Create the corrected draft
based on the comment responses.
- Work with the ANSI editor as
needed to create the published standard.
Duties and Responsibilities of the Project/Study Group Secretary:
- Record the minutes of every
Ad Hoc. The minutes must include at least a list of attendees, a list of
presentations made, items approved or rejected, and a list of action items
completed and pending.
- Upload to http://www.t11.org/ the minutes no more
than two weeks following the Ad Hoc meeting. Ideally,
upload the minutes within one week while it is still fresh in mind.
Rules for Project/Study Group members:
- Members that wish to make a
presentation at the Ad Hoc should communicate that to the Facilitator in a
timely manner; i.e., plenty of time prior to the Facilitator's deadline
for uploading the agenda.
- Upload the presentation to http://www.t11.org/ by midnight of
Wednesday prior to the T11.3 Plenary week. When this requirement is met,
there is no requirement to bring paper copies to the Ad Hoc.
- Download from http://www.t11.org/ and carry to the Ad Hoc
any interesting presentations that were uploaded prior to the above
Wednesday midnight deadline.
- If the Wednesday midnight
deadline is not met, the material will only be presented at the discretion
of the Facilitator of the Ad Hoc, and the presentation should be provided
on disk, and/or paper copies in sufficient numbers such that they can be
easily referenced by all members should be provided.
The development of a T11.3 INCITS
Standard or Technical Report proceeds as follows:
- The Need is discovered.
- A Project Proposal is
created, reviewed, and forwarded by T11.3 to T11 and INCITS for further
processing and approval.
- While waiting for approval
of the Project Proposal, any "development" proceeds in a Study
Group (because we are an impatient lot).
- After approval of the
Project Proposal, work proceeds in a Working Group.
- A Draft is completed in the
Working Group.
- The Working Group recommends
to T11.3 to approve the Draft, and to forward the Draft to T11 for further
processing.
- T11.3 approves the Draft in
a meeting vote.
- T11 conducts a 30-day Letter
Ballot on the Draft.
- A ballot (nearly) always
results in overwhelming approval, but also generates a volume of Letter
Ballot Comments against the Draft.
- The Working Group and Editor
resolve the Comments by writing formal Responses, indicating Acceptance or
Rejection.
- A Draft is created based on
the Comment Responses.
- T11.3 approves the Draft in
a meeting vote.
- T11 approves the Draft in a
meeting vote.
- The Draft passes through the
INCITS approval process.
- A Public Review period
commences to solicit Comments against the Draft from outside of T11 and
T11.3.
- At the completion of Public
Review, a Technical Report is Published.
- At the completion of Public
Review, a Standard that receives no Public Review Comments is Published.
- If Public Review Comments
are received against a Draft Standard, the Comments are forwarded by
INCITS back to T11 and T11.3 for resolution.
- This process jumps back to
#10 for resolution of the Comments.
- If the resolution of these
Comments does not cause "substantive" changes to the Draft, the
Draft passes back up through the approvals and is Published without
another Public Review.
- If the resolution of these
Comments does cause "substantive" changes to the Draft,
the Draft passes back up through the approvals and gets another Public
Review, as described in #15.
